Is this something that the Government departments need to be involved in? My personal view is NO.
There should be a demarcation here of responsibilities between government departments and the private sector.
The government departments’ role should be in drafting and implementing labour force policies including the preparation and signing the MOU’s between the Samoan Government and the overseas governments of Australia, New Zealand and possibly the USA.
I suggest that once the MOU’s have been signed then the actual running of the scheme should be devolved to the private sector with the Ministry of Industry, Commerce and Labour to have oversighting responsibilities. The ministry should not be a labour hire firm, a role better and probably more efficiently performed by private sector labour/contractor hire firms.
The arms-length relationship between the Government and the actual running of the scheme would make the scheme more transparent and easy to justify to the public.
With respect to the new public servants who have been hired to run the scheme, the relevant expertise and experience is with the employers and employees of the labour hire and contracting firms around town.
I know a couple of contractor firms around town which would be able to operate this scheme well. Give this work to them.
