Rugby emerged from the elite public schools in Britain almost two centuries ago, and remains primarily the sport of the privileged classes today.

Why had South Africa fallen out of favour since dispensing with white rule and the Apartheid system? Why do Eastern Europeans and North Americans have direct representation on World Rugby but not the Pacific Islands?

Although the game has become increasingly dominated by Pacific Island players at professional level, this has not translated into domination of administration; a plight not dissimilar to that of African-Americans in the NFL.
