Charging the outlet and person who sold the liquor to an obviously intoxicated person with accessory to manslaughter will go a lot further in stopping this behaviour than signage would. 

If Samoa wants to change the alcohol abusive culture that is causing so much pain and destruction in society they need to start putting in serious laws.

These laws need to apply to everyone equally. 

Drinking and driving is nothing more than a joke and treated with a slap on the wrist in Samoa. Even government personal are reeling around the streets of Samoa under the influence while driving taxpayers vehicles. 

This is a joke and a result of weak, rarely enforced laws, around the abuse of alcohol rampant in Samoa. 

The more connected to government in who you are or who you know, the bigger the joke of non enforcement becomes.
