You are too impatient. Land leases are usually, but not always, over long periods of time. Trouble and issues arise at the expiry of these leases. 

That is when parties to lease agreements need decisions from the court over interpretations and meaning of words in the Act.

Just because the people agitating for greater safeguards have not visited the court does not necessarily mean that the future is rosy under the L.T.R.A.

I suspect that it would probably be my grandchildren who are going to have this debate in the future about the impact of L.T.R.A. 

Part of that debate would be about the meaning of “incapable”, “nada” and “zilch”.
