On 7 December 2011 Terry Bourke considered that without an independent public sector, an anti-corruption body capable of investigating corruption and prosecuting those found responsible for the corruption and an independent Electoral Commission and electoral act which, among many required changes, required political parties to submit annual and election accounts, which listed all donations and sources of funds and detailed how these funds were spent, the Ministers wishes [for transparency, accountability and good governance] were just pie-in-the-sky.’

Without a register of business interests and assets and a transparent SIFA, corruption is effectively government sponsored.
