Samoan leader facilitates governance training

Samoa Public Service Innovation and Excellence Award for Inspirational Leadership awardee, Pitolau Lusia Sefo-Leau facilitated the governance Workshop for Pacific statisticians in Lautoka, Fiji.

Pitolau who is currently a striving entrepreneur, finance and public policy and governance consultant, ran the workshop for 18 statisticians from 8 Pacific Island Countries with secretariat support from the Ten Year Pacific Statistic Strategy (T.Y.P.S.S.) Coordination Unit of the Pacific Community (S.P.C.).

The workshop covered good governance and leadership in the public sector to help build participants’ capacity to ensure that national statistical offices (N.S.O.s) and agencies achieve their intended outcomes while acting in the public interest at all times.

12th Pacific Statistics Steering Committee (P.S.S.C.) chairman, Simil Johnson said a key aspect of the training was strategic leadership for members who are senior level public officials of N.S.O.s from Pacific Island countries and territories.

“Day 1 ended with a session on strategic leadership which seeks to encourage a strengths based approach to leadership and build capacity around this particular leadership style,” Johnson said.

“Process, innovation and creativity is born when leaders focus on an individual’s, a team’s and an organization’s strengths - as opposed to their weaknesses,” he said.

“PSSC is privileged to have had Leau facilitate this. She has had over three decades of experience in the Samoan Public Service and three and a half years in the Asian Development Bank in this area,” he said.

Johnson said, in her 30 plus years in the Samoan public service, Leau has worked in the Department of Economic Development and Trade, the Prime Minister’s Department, the Treasury/Ministry of Finance, Ministry for Revenue and has been an adviser to the ADB Board of Directors of the ADB.

 “Leau has been the head of National Strategic Planning and Policy for many years in Samoa and is credited with initiating and developing Samoa’s first strategic plan – the Statement for Economic Strategy 1995-1997 (now the Strategy for the Development of Samoa – SDS) and the governance framework for strategic planning is still in use.”

He said Leau’s work in governance included the establishment of the CDC and its reporting and operational framework in the Prime Minister’s Office.

“Her experience served PSSC members well particularly as we roll out phase 2 of the implementation of the Ten Year Pacific Statistics Strategy,” Johnson said.
