$31 million building for CBS

A groundbreaking ceremony to kick start works for the $31 million Central Bank of Samoa offsite building at Ululoloa took place on Friday.

Attended by Cabinet Ministers and Government officials, the three-storey building on the six acre compound is planned to be constructed by the Apex Solutions Company within 20 months. 

Prime Minister, Fiame Naomi Mata’afa delivered the keynote address noting the climate resilient building will be used by the bank as a shelter in the event of natural disasters. 

Fiame said the impact of climate change is evident with occurrences of natural disasters such as flooding, cyclones, and tsunamis, and because of the nature of the environment and surroundings. 


She said the building will allow for the continuation of work for the C.B.S. and to store records, technological machines, and a workplace for the workers. 

The project is fully funded under the C.B.S. budget costing $31 million to be built by Apex Solution Limited and the architectural design done by Sucon Consulting Limited. 

Fiame congratulated C.B.S. and extended her gratitude to the Board for their efforts and work that has made the project possible. 

The Minister of Finance, Lautimuia Uelese Vaai said the discussion and plans for the project has been in the pipeline for sometime, with the purchase of the land done in 2013. 


Lautimuia pointed out the development supports the Government’s commitment on climate adaptation with the main C.B.S. building in town prone to natural disasters because of its location. 

In terms of the contracted companies, the Minister said it went through the procurement and tender process and was subject to scrutiny of the Tenders Board.

He said the current building in Apia is more than 20 years old and its maintenance is proven to be costly. 

Lautimuia said the bank is able to maintain to its required standard by law and its safety and is hopeful it will last another 20 years. 

The Governor, Maiava Atalina Ainuu - Enari welcomed the guests and Rev. Komisi Samuelu from the E.F.K.S. Fugalei church conducted the prayer service.
